Short answer: No. A VPN can change the network route and public IP seen by online services, but it does not normally replace the coordinates supplied by GPS or other device-location services.
That is why a map, weather app, delivery service, or browser with location permission may still show your physical area while the VPN client reports Connected. Public-IP location and device location are separate signals, and they can disagree without either one being broken.
What a VPN changes—and what it does not
A VPN carries covered internet traffic through a tunnel. Remote services can then see the tunnel’s public IP instead of the public IP of the underlying connection. That can change an IP-based location estimate.
GPS and operating-system location services work differently. They describe the device, using signals and permissions that are not replaced merely because network traffic follows a VPN route.

Why location signals can disagree
The current W3C Geolocation specification describes location associated with the device and lists possible sources including GPS and network signals such as IP addresses, Wi-Fi, Bluetooth identifiers, and cell IDs. It also makes clear that the result is not guaranteed to be the device’s actual location.
So one session can legitimately produce several different answers:
- an IP database associates the VPN exit IP with Amsterdam;
- device location estimates that the phone is in Sofia;
- a saved account region remains Bulgaria;
- the device time zone remains Eastern European Time.

Why maps and apps can still show your physical area
Apple’s Location Services guidance explains that apps and websites can use cellular data, Wi-Fi, GPS, and Bluetooth with the user’s permission. Android’s location-permission guidance likewise distinguishes precise and approximate device-location access.
When an app has location permission, it can receive a position from the operating system independently of the public IP route. A saved home address, recent search, preferred city, or background permission can provide still more context. A connected VPN does not erase that history.

How VPN routing differs from GPS
Android’s VpnService documentation describes a virtual network interface that routes IP packets through a tunnel. That is network behavior: it concerns where covered packets travel and which public IP remote services see.
Location services are a separate subsystem. They may combine satellite positioning, nearby networks, cellular information, Bluetooth, sensors, cached positions, and user input. A laptop without dedicated GPS hardware may still estimate a location from other sources.

What about saved account or app regions?
Account country, billing region, app-store selection, saved places, language, and time zone are not the same as public-IP or GPS location. Services may combine several of these signals according to their own policies.
